The Scrum Inc. Product Owner™ training was developed by the co-creator of Scrum, Dr. Jeff Sutherland.
Scrum, the most widely used application of Agile, is an adaptive, repeatable process that equips individuals and organizations in how to thrive in a world where change is the only constant.
The Product Owner is critical to the success of any Scrum project, and many consider it the most challenging role in Scrum. In this two-day course, you will learn:
- How the Scrum Framework helps deliver products and services faster and with higher quality while cutting cost and improving employee happiness and job satisfaction.
- How to assess business value.
- How to consistently deliver successful software, hardware, and other business products.
- Techniques and metrics to prioritize features, projects, and portfolios.
- The patterns and practices of high-performing Scrum teams.
Graduates who pass a brief exam will earn the official Product Owner by Scrum Inc. certification.
We designed this class from the ground-up for federal, state, and local US Government agencies and the contractors who support them. Dr. Sutherland started his career as a fighter pilot in the US Air Force, where he achieved Top Gun status and flew 100 combat missions over North Vietnam. His experience in life-and-death situations influenced Scrum.

Is this course helpful for senior executives and leaders?

Are there any prerequisites to the course?

What do I need to bring to training?
- This is a virtual / online class, so all you need to bring is yourself and a good Internet connection. We also recommend having a webcam to enable an in-person-like experience.
What if I fail the certification exam?
- You can take it again a 2nd time at no cost. Our focus is on making sure people understand the key concepts, not on charging you exorbitant fees to re-take an exam.
Do I get continuing education credits for attending?
- Yes, attendees receive 16 Project Management Institute PDUs and 16 Category B Scrum Education Units (SEUs). Government staff receive 16 Federal Acquisition Institute (FAI) Continuous Learning Points (CLPs) after approval from your FAI program coordinator.
Why is Scrum a good fit for the Government?
- Scrum is by far the most popular method of applying Agile concepts in both the US government and the private sector.
I’m a contractor or vendor partner. Can I attend?
- Yes. The course is for both US Government employees and their partners. Anyone passionate about transforming government through agility is welcome.
Is the exam hard?
- We don’t think so. The exam is focused on core concepts and there is no ‘trickery’. If you pay attention during the class and read through the materials, you should have no trouble passing the exam.
Do I need to pay to renew my Scrum certification?
- Yes, but it is less costly than most certifications. The credential is valid for one year. You may renew it by paying a $50 renewal fee and passing the most up-to-date version of the exam.
How does the certification process work?
- After completing the training, the instructors will provide a link to take the exam online. Once you pass the exam, you will receive notification via email along with your Scrum Inc. Product Owner badge.
What is your cancellation policy?
- You can cancel 30 or more calendar days prior to the event for a full refund. If you cancel less than 30 calendar days and more than 14 calendar days prior to the event, you receive a 50% refund. Cancellations 14 calendar days or less prior to the event are not eligible for a refund.

Dave Witkin
Dave Witkin is one of only about 5 Government-focused trainers in the world personally certified to teach by Dr. Jeff Sutherland, the co-creator of Scrum.
He has focused on large-scale programs (i.e., up to $2.6B and involving 500+ people) during his nearly 30-year career consulting at 10 different government agencies, and has taught thousands of students to use Scrum, Scrum@Scale, and other agile scaling frameworks. He practices what he preaches and is currently leading efforts to apply “effective agility” across a large agency and coaching several large scaled agile government programs.
